Stephen Howard, EULEX Kosovo

Stephen Howard graduated in 1991 from the University of Manchester with a degree in Economics & Social Science. He joined Westminster City Council in 1995. As Corporate Records Manager, he successfully prepared the council for Data Protection and Freedom of Information compliance, and implemented a hybrid EDRMS. He worked as Head of Corporate Information & Records at Suffolk County Council between July 2003 and July 2007, responsible for the strategic management and development of information resources. Between July 2007 and March 2008 he held the P4 post of Chief, Records & Archives Unit for the United Nations Mission in Kosovo (UNMIK). Stephen is currently the Chief of the Registry & Archives Unit with the European Security & Defence Policy Mission in Kosovo (EULEX). Stephen has held senior positions within the UK Records Management Society Executive and Local Government Group and in 2005 gained an MSc Econ in Records Management from the Aberystwyth University, Wales. Stephen was the co-creator and administrator of the JISCMAIL Records Management UK listserv Jan 2003 – Jun 2007. He has spoken at conferences in England, Wales and France.
