Richard Blake, The National Archives

Richard Blake

Richard Blake leads the Records Management Advisory Service (RMAS), which is a service provided by The National Archives. National Advisory Service. RMAS works with public authorities in the wider public sector to support their development of effective record and information management systems.

As an electronic record management specialist he has focused on developing guidance on implementing electronic record management (ERM). He contributed to the development of the Functional Requirements for ERM, and latterly led the EDRM software compliance-testing programme, which closed in 2006. In this context he was also the author of a number of publications on planning for EDRM.

He has coordinated TNA's response to the proposal from the Document Lifecycle Management (DLM) Forum to revise and extend the European Commission's MoReq standard (Model Requirements for the Management of Electronic Records) now known as MoReq2.

Other activities have focused on development of guidance on the maintenance of sustainable electronic records - to maintain authentic electronic records in accordance with ISO 15489. He has also developed a methodology to evaluate the performance of records management systems and he is the author of Complying with the Records Management Code: Evaluation Workbook and Methodology, Most recently he and his team are engaged in a new project to demonstrate interoperability between EDRM systems by developing a methodology and XML schema together with proofs of concept to support transfers across EDRM platforms using the e-Government Metadata Standard (E-GMS).
