Elizabeth Barber, Kent County Council
Elizabeth Barber is Records Manager for Kent County Council where her principal responsibilities are to ensure that KCC’s record keeping systems are compliant with the current legislative framework. Elizabeth has also been a Chair of the Records Management Society Public Sector Group (formerly the Local Government Group) since April 2003. Elizabeth is the current chair of the Local Government Classification Retention Scheme Review Group. Elizabeth is also responsible for developing and maintaining the Records Management Toolkit for Schools and other outputs from the Public Sector Group. Elizabeth was the recipient of the RMS Lifetime Achievement Award for records management in 2009.
Elizabeth qualified as an archivist in 1987 and began her professional life at the then Greater London Record Office, clearing out and reallocating records created by the Greater London Council. After a time at Hertfordshire Record Office which involved more “traditional” archive work, Elizabeth moved back into modern records as Kent County Council’s records manager in 1993. Elizabeth is responsible for coordinating records management provision within the authority including management of the Modern Records Centre, which is one of the biggest local government records centres in the country. This has involved a long running series of information audits across the county, training members of staff who have been given records management responsibilities within operational units and formulating and managing the corporate retention schedule. Elizabeth is currently working on a records management policy document using as a basis the Section 46 Workbook produced by The National Archives and is working on a number of strategies to develop the records management service within Kent County Council.
